The British high street has long been defined by its independent spirit, but in Southampton, that spirit is currently being tested by a "mathematical reality" that no longer adds up.

Recently, a group of local business leaders took this message directly to Westminster, meeting with Small Business Minister Blair McDougall at RICS HQ to warn that the gap between commercial demand and operational viability is widening.

The core problem isn't a lack of customers or "footfall"—it is a cost base that has outpaced what a physical location can sustain.

Voices from the Ground: The Trio Leading the Charge

The meeting, which was extended from 30 to 50 minutes to allow for a deep dive into the data, featured three prominent voices representing the Southampton business community:

Nella Pang (Mamas Kitchen Southampton): Nella brought the most sobering evidence to the table. Despite a strong brand and loyal following, Mamas Kitchen is closing its physical restaurant. She explained that their street food truck can generate more revenue in two hours at an event than the restaurant does over an entire weekend. The same product and customers exist, but the "fixed overheads"—energy, employment costs, and National Insurance increases—have made the bricks-and-mortar model unsustainable.

Spencer Bowman (Mettricks & GO! Southampton): Representing 127 local business signatures, Spencer emphasised that this isn't just a hospitality issue; it’s a systemic crisis affecting 15 different sectors, from technology to hair salons. He highlighted that while revenue remains "okay," the record high levels of taxation and rising employment costs have brought many businesses to a "crunch point."

Anna Copper (Stakks  & Co. Pancakes): Anna cut through the political noise with a single, sharp observation: businesses aren't struggling to find customers—they are struggling to keep their earnings. "We don't struggle with footfall," she noted. "We just want to keep more of our hard-earned cash."

Blair McDougall’s Response and Future Plans

Minister Blair McDougall was credited for his willingness to listen, staying well past the scheduled time to ensure every subject matter expert (SME) was heard.

Acknowledgment: McDougall admitted that the concerns raised in Southampton are being echoed nationally. He recognised that the current taxation of small businesses is a significant barrier to growth.

The Plan: While he did not commit to immediate policy shifts, he indicated that changes may be considered "down the line." He specifically committed to providing a formal response to the GO! Southampton campaign letter, which outlines the urgent need for relief.

The Path Forward: Nella’s Proposed Solutions

Nella's contribution to the meeting focused on moving beyond theory toward practical viability. Her suggested solutions centre on making the high street "mathematically" possible again:

Lowering the Cost Base: Addressing the "punishing" energy and employment costs that currently eat away at margins.

Taxation Relief: Supporting the call for a reduction in hospitality VAT (to 10% or 15%) and a comprehensive reform of the business rates system.

Modernising Models: Acknowledging that while hybrid models, shared kitchens, and co-working integrations are helpful, they cannot succeed without a government-led reduction in fixed overheads.

Prioritising Retention over Subsidy: Moving away from "handouts" and instead allowing businesses to retain more of their revenue to reinvest in staffing and service levels. The message to the government was clear: the knowledge and data already exist. Now, the high street needs action that reflects the commercial reality on the ground.
