Local people invited to have their say on a range of proposed improvements to Winchester Road

Southampton City Council is inviting local people and road users to share their views on proposed improvements to the northeastern section of Winchester Road, between Thornhill Road and Bassett Avenue, to enhance access to the Outdoor Sports Centre and other local destinations.

The proposals are being brought forward as part of the Outdoor Sports Centre project to improve safety and accessibility for everyone who uses the road, with a particular focus on people walking, wheeling, cycling and using public transport. The improvements aim to create safer, more attractive routes to key local destinations such as the Outdoor Sports Centre and the Common as well as nearby schools and local services.

As part of the scheme, the council is also proposing to resurface sections of Winchester Road where needed, improving the road surface for all users.

The project would be funded through developer contributions linked to the Outdoor Sports Centre regeneration, alongside the council’s local transport grant from central government.

The council is seeking local peoples’ views on:

  • Two new signalised pedestrian and cycle crossings at the junctions with Thornhill Road and with Butterfield Road
  • An upgrade to the existing pedestrian and cycle crossing at the junction with Vermont Close
  • Changes to the Butterfield Road junction to make it easier and safer for pedestrians to cross, including a new continuous footway
  • Accessibility improvements at crossings on surrounding side streets, including tactile paving and dropped kerbs
  • Bus stop improvements along the route, including real-time information screens and accessible kerbing to support the U6 bus service
  • Resurfacing of Winchester Road between Butterfield Road and the Bassett Avenue roundabout
  • Widening and relining of existing cycle lanes between Thornhill Road and Bassett Avenue

In addition, the council will be consulting separately on the introduction of 20mph speed limits on residential side roads in the surrounding area shortly.

“These proposals are about making Winchester Road safer, more accessible and more welcoming for everyone who uses it. By improving crossings, cycle lanes, bus stops and road surfaces, we want to support healthier, more sustainable options for getting around while also improving journeys for drivers. Hearing directly from residents and road users is a vital part of shaping the final design, and I would encourage everyone to take part in the survey.”

Local people can view the indicative plans and supporting information online on our Connecting Southampton website and are encouraged to share their feedback through the council’s survey available on the project webpage: https://soton.cc/OSCWinchesterRoad.

The survey is open until midnight on Sunday 19 April 2026.

All feedback received will be carefully considered alongside engineering and regulatory requirements as the scheme progresses through detailed design.
